renewal periods for IMSS & FM3?

A friend of mine went to San Miguel on Wed last week to start the new FM3 since this is year 6, or year 1. He was told he needed some kind of letter, not a bank statement, from his US bank. He had bank statements and other things so it should have gone easily. He asked why and was told the law had been changed the Monday before. So he went to Leon this week to see if he'd have better luck. They told him that he needed that letter and also that he could not "renew" until the day following the expiration. Then, since the FM3 has expired, his fine would be 1300 pesos. So... he got the letter FedExed yesterday and we'll see what happens next week after the expiration. Do you suppose that they just don't want the expats anymore? Well, I can't understand staying on an FM3 forever. This friend will ask for an FM2 next year after he has retired. But then, maybe they won't give it to him cuz his year 6 is really year 1. I got mine after 2 years on the FM3, but that's not usual.
