Have a u.s. vehicle and the Temporary Resident Visa?

Do you know what Federal or State or Local requirements are to be met if a vehicle is
"attached" to a Temp Residency Visa?

For example, does a u.s. vehicle have to have an annual safety or emission inspection by any of the authorities?
(I'm pretty sure that mex-plated vehicles have annual obligations.)
