I imagine both are equal for emergencies and unscheduled outpatient visits. But for "big stuff" and treating chronic problems on an ongoing basis, IMSS has the personal testimonials backing their services. They also provide some long-term care, after a crisis, and you're processed in "the system". Whether IMSS will come through for you (or anyone else) when the chips are down always remains to be seen. But even in the U.S., without an advocate, money, and spare time, you can easily fall through the cracks in the insurance company-driven, managed-care health care system.
