I paid my predial in the Presidencia downtown. I had to wait all of three minutes. The operation is much more efficient than it used to be.

Older folks (60 and over) should be aware that they can get a huge discount on their predial payments. It's called the Cuota M?nima Anual de Tercera Edad. This is not an INAPAM discount but must be applied for separately, at the Presidencia. A list of what you need for the application is here. Most qualifying homeowners will pay this year's minimum, just 245 pesos, though owners of superlux homes will pay a bit more. The application takes a week or so to be approved, and it doesn?t take effect until the following bimester. So if you apply right now you'd likely pay your normal predial rate for the first two months of the year, plus the cuota m?nima. Once you're on the cuota m?nima, you get it automatically in subsequent years.

Regarding the refrendo for vehicles, I believe it can be paid anytime through the end of March. Payment can be made at most if not all of the major banks. In the past, all you've needed to know is your license-plate number.

For those who want to pay online, Mr. Bill, do you know whether non-Mexican credit cards are accepted? I've usually found that U.S.-based credit cards are not accepted for online payments here.

Don re paying with non-Mex cards. I gave up long ago. There was a time when they worked. Now I just use my local debit card or a payment from my bank account using it number and the clabe.

US CARDS - well my CapitalOne worked. Under address in the upper boxes before card info enter your Mexican address you are paying on.

Card #, X date and security code is all the website wants. It takes a minute or so for the approval to run and then the receipt pops up.

You are given options to Print/Save/Exit I recommend Save first. Next I tried Print but the Print button would not work so Print from your browser's Print button instead. After printing Do Not mark the receipt in any way as it invalidates it for any further official purpose [found this out the hard way when I wrote in marker "2012" on last year's receipt]

Can you translate a bit as literal translations don't make it with this one:
Casas de inter?s social

Does this mean if you have one deed but say a house mas una[s] casita[s] o departmentos that you rent out you still qualify?
Constancia de ?nica propiedad expedida por la tesorer?a municipal

And this is probably out of date as the earleir requisito at the top said both INSEN which is now INAPAM and 'o'

The law is the law and benefits are benefits but can you imagine the headlines when all of the geriatic gringos [geriactic at 60?] head down to the Presidencia to sign up en masse for less than $20/year property tax?

"Casas de inter?s social" are, essentially, housing projects--homes built with government support or subsidies of one sort of another. Examples would be the houses in C?pulas and Mineral de la Hacienda, near Tr?nsito.

The webpage I linked to is poorly designed, but the "constancia de ?nica propiedad expedida por la tesorer?a municipal" appears to apply only to the "casas de inter?s social." However, you raise an important question, Duck, regarding apartments. On the Civil_SMA forum, Silvia Cadena, who helps foreigners with tr?mites and so on, posted information to the effect that homeowners who operate businesses in their houses or rent rooms or apartments in them are not eligible for the cuota m?nima. When I myself applied, no one asked about this, nor did anyone ever inform me of such restrictions. Silvia says that in San Miguel, where many foreigners are in the rental business, the predial office routinely checks. Not in Guanajuato, apparently. So let your conscience be your guide. :angel:

Finally, yes, the webpage should say INAPAM rather than INSEN. Whether the webpage is out of date in other respects I cannot say.

By the way, the letter mentioned on the webpage (solicitud por escrito debidamente fundamentada) is a form letter that the Presidencia supplies. All you have to do is fill in the blanks.

Finally, don't you just love "tercera edad"? Sounds so much nicer than "geriatric."

Don, Thanks - good anwer.

Also on the SMA radar are rentals -if you rent furnished accommodations you need to pay taxes on a monthly basis: ISR [use o goce], IETU and a 2% state tourism tax. In addition you collect IVA from the guests and pass that on to the SAT in your monthly payments. You can not pass on the ISR and IETU to the guests. But like you mentioned regarding the Cuota M?nima foreigners renting furnished property here without paying taxes currently are not on the local Hacienda's radar.
