Does anyone know where the IMSS clinic (that used to be across from tthe Teatro Principal) moved to (Mellado?) and how to get there by public transportation from the Centro?

The clinic is across the road from Cata. Many buses and combis go up there from Calle Alhondiga, and take the right fork from Dos Rios. Best to ask some of the regulars in Cantador, along Calle Alhondiga, or at Dos Rios, as buses going up to Valenciana, Santa Rosa, and Delores do not go to Cata.

When you come out, be sure to cross the street or you'll end up in Cerro del Cuarto. Or you can walk down in front of Cata and catch a return bus there.
