Can anyone tell me if the English Language Library is open at any time for checking out books?

No, it isn't. It will probably reopen when the University of Guanajuato reopens, or soon thereafter. To the best of my knowledge, there is not yet a firm date for the UG's reopening.

Meanwhile, see this post, regarding a book exchange. I believe there's another exchange at Casa de la Presa.
