It is called a discount if you pay in January or February but the price you pay later in the year could be called a penalty rate. Either way - pay early. For several years there has been a kiosk set up in front of the Comercial Mexicana and I've never been in a line of more than 20. Just a guess but you can probably also pay at the government office in the mall. BTW the tenencia for your GTO reg car is due in January as well. For those offering furnished rental accomodations [short or long term] they should also be making monthly payments of ISR/IETU/IVA and a 2% state tax with an annual reconciliation of all four in April. [last year I had to stand in line to pay a one peso adjustment!] Don't DIY pay an accountant to figure it out for you. The first three taxes can be paid on line from your local bank account. The state tax has to be paid inside a bank.
