No, Donald, that would not be the case. As to your first question, I urge you once again to check out the link about plagiarism that admin posted earlier. As to your second question, "express permission to re-publish" is not required here or anywhere else--neither by the law nor by generally accepted ethics. There is a principle in copyright law called "fair use." To put it simply, one may quote brief excerpts of published work without seeking permission from its creator or owner, provided that one gives proper attribution.
