RE: fm3 letter
a quien corresponda should work ok but if you want to be more direct and are presenting the letter in SMA

LIC. CLEMENTE VILLALPANDO,
DELEGADO REGIONAL EN GUANAJUATO, INSTITUTO NACIONAL DE MIGRACI?N
EN SAN MIGUEL DE ALLENDE, GTO.

in Leon
LIC. MONICA LOPEZ MEDINA
DELEGADA LOCAL DEL INSTITUTO NACIONAL DE MIGRACI?N
EN LEON, GTO.

While on the subject of bank letters [and before bothering to get one], INM changes and rumors etc here's a link to a Yahoo group in SMA that has some interesting info on what's going on/not going on

lawyer  RE: fm3 letter

Hi All,

I am sorry folks, I would like to scream... :@ I just read the e-mail sent by Lic. Villalpando on the Yahoo blog. Who do we believe? Even those of us who do this for a living feel like fools when we tell you one thing confirmed by Lic. M?nica L?pez in Le?n, and Lic. Villalpando (her boss) in SMA writes another.

On Wednesday I visited the office in Le?n where I have been trying to file for a change in status for a client since last week. They have been telling everyone that they are required to get a letter from their bank, translated in Spanish and sent via FedEx or DHL, a tremendous hardship and additional expense (no doubt the banks will charge you for those services) showing that Ex-Pats receive enough money (2,500 USD or 1,600 per month if you own property in Mexico). She later mentioned that if the "ORIGINAL" of the SSA statement that we receive at the beginning of the year showed enough income to cover those amounts, they would accept it in place of the bank letter.

Wednesday, Lic. Monica L?pez Medina, during our personal visit, agreed with my comments, especially when we come here to live, provide jobs, spend money and help the Economy. BUT, she also stated that the orders were coming from SMA. We should ALL send her a copy of Lic. Villalpando?s e-mail response.

In spite of all that, and in case they still request a letter, I prepared for Lic. M?nica?s approval, a template (attached) in both English and Spanish (that you may adapt to your own personal situation). She agreed that for now, it would suffice until they complete, approve and implement the new laws... WHAT??????

Here in Mexico they apply the laws before they complete, approve, and implement them. What is wrong with this ($%&?) picture???

I am going to Gobernaci?n in Mexico City next week...
