An update and resolution on this ATM problem. The ATM is still not working. However, I am able to get a cash advance on my credit card from the bank at the cashier's window without an extra fee, not on my debit card. Interest begins to accumulate on a cash advance immediately, so it is imperative to pay it off right away. But at least I can get cash finally. And the bank manager is looking into having the ATM fixed. FYI, fwiw.
