As a follow up, Bill did some troubleshooting. Regarding PM's, it seems I didn't have the 'save a copy' button checked when I sent the message. For direct emails, it seems like there is a problem with the forum setup that Bill says will get fixed when the website gets revised this spring. When an email is sent through this site, a message pops up saying the message was sent successfully, but no email actually goes through. I assume this didn't come up as an issue before because not many people have tried the email function.
