1. If anything, Mexico would encourage more US immigration, although I wouldn't be surprised to see some fee increases. The simple fact of the matter is, we put money into the economy.
2. Drumpf's idea of taxing remittances is ridiculous and unenforceable. For one thing, Western Union would scream bloody murder. For another, people would easily figure out ways to bypass it. If nothing else, couriers bringing down suitcases full of cash would work.
