Basically, as each neighborhood or block comes online with the fiber optic network, the GTO IP cloud needs to reconverge with the upgraded routing and switching equipment in the Telmex central station, and everyone here gets knocked out while that is going on. Not much any customer can do about it, aside from "downgrading" your Telmex service to a cheaper plan and using the savings to purchase wireless data service from iUSACell, Movistar, or Telcel, as a back-up.

When I spoke with the Telmex marketing and engineering people, they believed it would take till the fall of 2013 to install and convert everyone here onto the new fiber optic network. I'm only hoping they'll be offering (and guaranteeing) a service with 20 MB/sec, for both uploads and downloads.
