I second what jesm wrote: visit or call the consular agency in San Miguel. Or, perhaps, call the U.S. Embassy in Mexico City. I have a very similar concern to yours, as my wife is Mexican. She has a U.S. visa, but it's not at all clear in what I've read on the embassy and State Department websites whether she'd be allowed to drive across the border with me. She could fly, at least for now, and I imagine your novia could as well, but it would be nice to have a definitive answer, no? The other day the U.S. ambassador to Mexico held a live, hour-long Q&A session on Facebook (the video is available on the embassy's Facebook page, and I think also on YouTube), and he and his team answered all kinds of questions, except your and my kind.

In your efforts to get in touch with the consular agency and/or the embassy, be aware that they're short on staff because of the pandemic, and they're limiting some of the services they offer. Now that I think of it, your best bet might be email. The embassy's email address is ACSMexicoCity@state.gov, and the San Miguel consular agency's is conagencysanmiguel@state.gov (at least it used to be; you might want to Google it).
