A few years back my wife got caught in an Immigration Catch22 when she applied to renew her FM-2. She ended up double-paying.

Immigration issued a Refund letter to be given to SAT.

SAT said before it could process the refund she had to have a bank account in her name ( our joint account was not acceptable)

Went to a bank to open an account but they said they couldn't unless she had an RFC

So it was back to a different SAT office for the RFC, then back to the bank to open the account, then back to SAT to process the refund authorized by INM.

In around 21 days the money was in the bank.
