Can anyone give me the lowdown on how to get a card? Where? What do you need?

Go to your local DIF office and they will tell you what you need

The INAPAM office in Guanajuato is on Calle Hospitales. From Positos, facing the University of Guanajuato's grand staircase, walk uphill along the street next to the staircase, toward the old movie theater. Before you reach the theater, look for Hospitales and the INAPAM office on your left.

You'll need to show identification, proof of age, and proof of residency. This site lists documents that provide acceptable proof. Rule of thumb: When visiting any bureaucracy, take anything you think they might want to see.

Like a lot of Mexican bureaucracies, you need to bring your own photographs. Don't know how many, but four should be enough. You also need to bring your own copies of whatever identification is required.

You can use Photoshop to get the infantil age defying look on your senior citz card. There are on-line services that can do this if you don't have Photoshop.

Perhaps things have changed, but when I applied for my INAPAM card (about five years ago), I did not have to supply photos. They took the photos right there in the INAPAM office with a sort of webcam setup.

I lost my INAPAM card last year during Cervantino and had to get a new one. I didn't need to provide I futile photos this time -- they took one right there and issued the hard plastic card immediately. Take all the usual info: passport, RESIDENT visa, phone bill in your name, and copies of each. Be sure you have all information for a contact person on case of emergency (should be Permanent resident or Mexican I'd you live here alone). The office is behind the pretty little chapel that is behind the VW bus that seems always to be parked there.
