Louis at Tapaceria Bonilla [formerly TapiRoma] More info in this post and the one it links too. The original thread seems to have vanished.
New location is on the inbound side of Blvd Diego Rivera [the 'new'tunnel] on the left side just before it allows you to make a U-turn back. Park on the sidewalk. Louis is fluent in English.

Barrio- I think its called Burocratas.
Workshop is easy to find: the one way road between the Hotel Gran Plaza and the Chevy dealer. His shop sets alone and I think it is the last building on the left before the U-turn
